I haven't messed round with team AI in years but I would guess that it's just one of those ArmA issues. The enemy AI never seems to skimp on AT shots though. You could try the same thing but with the CSAT RPG instead and see if you run into the same issue. I've noticed this behaviour as well and think it may have to do something with the weapon
